Taichi has the best spectral-norm result (198x) but doesn't ship wheels for Python 3.14 -- its numbers above were benchmarked on a separate Python 3.13 environment. That's the compromise with these tools: if your runtime doesn't keep up with CPython releases, you're stuck on an old version or juggling multiple environments.
