In contrast, large constellations make attacks more challenging; even if some satellites are destroyed, the constellation continues to function, providing deterrence through denial.19 Therefore, the Defense Advanced Research Projects Agency (DARPA) and SpaceX collaborated on the “Blackjack” program, shaping Starlink into a highly resilient and redundant large military satellite constellation, significantly enhancing U.S. space defense capabilities.20 For offensive capabilities, defense experts believe small satellites can approach and attack adversary spacecraft, potentially serving as anti-satellite weapons to damage or destroy enemy satellites.21 To meet the military’s needs for extending Starlink’s offensive capabilities, SpaceX launched the military-upgraded version Starshield in 2022, defining its function as “hosted payload,” providing a flexible spatial functionality platform for government and military customers, capable of carrying offensive weapon payloads.22 Moreover, SpaceX secured a satellite design contract from the military’s space assembly plant, designing customized military satellites equipped with wide-angle infrared missile tracking sensors, enabling Starlink to track and intercept intercontinental ballistic missiles.23
